The footer is the next project and should be dug deep enough to be below the frost line in your climate. If you know how to build a garage you can either lay three or four layers of cement blocks on top of the footer, or use what is termed a floating slab for the floor, meaning that after the footer is in place, the concrete is poured and allowed to become part of the side wall.
Side walls can be attached to the concrete blocks of the wall or the floating slab as described above once a vapour has been placed between the wood and the floor. You also need to be able to read design plans if you are to build the garage yourself. Leaving the appropriate space for doors or windows and where to allow space to run electrical and possibly plumbing lines is al needed.
